A cover letter is used to introduce yourself and your resume. You can send a resume without a cover letter, but you cannot send a cover letter without a resume. When you send a hard copy, then the cover letter and the resume are two different pieces of paper. When you send a resume through email, the email content is your cover letter and the resume is attached. One big mistake some people make that is very bad is that they forget to attach the resume.
